En este sentido, es válido analizar el significativo valor que tiene la figura del líder en la administración pública, revisar sus características, desempeño y de qué manera el ejercicio de este liderazgo contribuye al desarrollo de acciones colaborativas e innovadoras que permitan encontrar soluciones a los problemas que enfrenta una administración pública que dirige sus pasos a la modernidad.
Las teorías que estudian el liderazgo, se fundamentan en los estilos de comportamientos del líder con relación a otros individuos. Es decir, la manera de cómo el líder orienta la conducta de los miembros del grupo o equipo de trabajo, hacia el logro de objetivos.
Una definición de líder sería: “Aquel que tiene la capacidad de hacer que otras personas se comporten de una manera determinada para el logro de un resultado esperado de forma espontánea; y libres de coerción”.
Tradicionalmente, los directivos en la Administración Pública han puesto en práctica un modelo de liderazgo que estaba basado en una autoridad que imparte órdenes, mando y control. Que conforma una relación de poder jerárquica con sus subalternos. Modelo que ha sido sustituido por un tipo de liderazgo que apoya a los empleados para que se involucren emocionalmente con lo que realicen.
El líder directivo debe modificar el estilo de dirección haciéndola participativa (trabajo en equipo) y delegando responsabilidades entre sus jefes y empleados, esto es promoviendo una cultura del “empowerment”.
Los líderes participativos: Descentralizan la autoridad. Las decisiones participativas no son unilaterales, como en el caso de los déspotas, ya que los líderes participativos aprovechan las aportaciones y la participación de sus seguidores. Informan a los empleados acerca de las condiciones que afectan a su trabajo y los alientan para que expresen sus ideas, hagan sugerencia y emprendan acciones.
